Speaking of manuals, my D-17 manual refers to it as a Power Director Clutch.
In the lubrication section it reads:
POWER DIRECTOR (Hand Clutch).
Under the section: POWER DIRECTOR CLUTCH (Hand Operated), it says: "The forward position provides the high range. The center position is neutral and stops power to the drive wheels. The rear position provides the low range."
So....there is a "true neutral" position.
I have a WD, a WD-45 and a D-17.
The manuals for the WD/WD-45 refers to it as the "Transmission Clutch"
This "hand clutch" serves the same purpose in all the tractors with the added feature of providing two ranges in the D-17.
Like the others have said, it is normal to have drag especially in cold weather.........that drag will diminish as the oil warms up.
