It's not a hand clutch as such. It is a two speed unit AC called a power director. It does not have a true neutral position. Low is to the rear and high is forward. You can hold it between them to stop the tractor without using the foot (engine) clutch,leaving the pto and hydraulic "live". Handy when baking or "bush hogging" in heavy going as a couple examples. It is common to have to use the brakes to hold the tractor, especially when they are cold, while you hold the lever in the sweet spot between the ranges. I have 3 D14s and a D19, that is the way they all operate. Do not think you can put that in neutral and have the tractor stay put even if it does stop at times, only have it between ranges when you are in the seat and working the lever.
If you don't have the Operator's Manual you should get one. You should also considering getting a Service Manual.
