It's rare for a working carb to go bad beyond repair.
Even if you can't find a kit they can usually be eased apart and cleaned if needed. The worst thing for them is sitting with ethanol gas in the bowl, or water contamination.
I don't know what the carb looks like on that engine, but if you do need to substitute a different carb, there will likely be a name brand on it, start there looking at pictures, try to get as close as possible to the original dimensions and match the displacement/HP as close as possible. Pay attention to the fuel fitting location, choke linkage, and throttle linkage. Throttle linkage is very important on a governed engine, it must match the travel and operating direction of the existing governor closely.
Before investing in anything for the other engine, might switch the carb off the running engine to see if it will run and how it sounds.
