Have a 68 4020 diesel, problem that I have is when crank tractor up it sometimes does this issue. I can turn the wheel all the way to right but when going to left it acts or sound like your using the scv on the dash you can hear that kind of sound it won�t steer unless you pick wheels up with loader and turn freely. When trying to turn it does this with tractor driving and stoped without the clutch pushed in. Sound like you using the loader or hydraulic when it makes this noise.
