Just need to find a Real mechanic familiar with those tractors.The places I'd start to look are at the fuel return line to make sure it isn't pulling fuel back thru it to the pump or cylinders somehow,2nd I'd be looking at the air intake to make sure no fuel or oil is being sucked in there.No magic if shutting the fuel supply off doesn't stop the tractor only so may places it can get fuel to run.
