My wife and I pulled a 3/4 hp by hand once that was down 130, but it was on flexible plastic, the first 50 feet was pretty heavy! We got by cheap, it was a broken wire just above the pump, apparently I hadn't taped them to the pipe well enough. I shortened everything a little, spliced the wire and put it back down, almost no cost. Are you sure the pump is down 170 or is the well that deep? Pumps aren't usually close to the bottom, unless it's a slow recovery well. When I work on pumps hanging on hard pipe I have a wooden clamp with 2 bolts through it, it sits on top of the casing to hold the bottom pipe.
