There are dust regulations because the cement dust is so noxious, and corrosive, and there are methods to reduce how much dust we have to breathe and how much gets into the air to get on our cars, etc. The dust is pretty bad stuff. There are run-off regulations so the excess concrete dumped out at the plant can't just run into the creek, it has to be contained for a while so it sets up. Now who pays to administer those regulations? The ordinary tax-payer? You? Me? Nope. The ladies in the check-out at the grocery store? Nope. It's the concrete company. Like it should be.
