No, there was not a felt seal in it when I got the tractor. The cover doesn�t have a lip to stop the rubber seal. So I drove it back to the same spot as the one removed. I ordered a rubber seal from yesterdays tractor yesterday but in the meantime I got one from the parts store. It fits the cover and the pulley very nice. The one I removed was a Victor seal, looks old, but I�m sure an aftermarket. You might be right on the thickness of the felt and the thickness of the rubber seal being thicker. I just did not want to cram the felt in there and maybe even shove the rubber seal out of place. I�ll try and measure the gaps and go from there. I�ll try and take some pictures this weekend and get them posted. Thank you for the help.
