In our shed with 1" rock floor and hay on pallets. Hay on bottom is fine. But hay on just pallets on dirt bottom bales mold. Ones where water runs over floor, mold the most. 2 pallets seem to be ok. Where water ran in I also put pallets on top of plastic. Pulling it up on water side. It seemed to help also. Water never ran in every rain, just big rains like 6". We had at least one 9" rain last summer.
