You likely have more than one problem going here. If the tractor was running, even if poorly, before the carb rebuild, check the carb back over, especially that the float is free and properly adjusted and that all the carb passages/ports are clear. Take the idle screw all the way to the bottom, then back out one turn. Also recheck the fine screen where the fuel line runs into the carb. If your gas line was dry while you were working, sometimes scale inside the line will flake off and break loose when it gets gas again, clogging up that screen. It may be something else entirely, but that's where I'd start.
