What is Draft Control

Had a discussion with someone the other day and we had different opinions as to definition of "draft control". He was telling me that it was the capability of your three point hitch to apply downward force. He said if you can push your implement on your 3ph down enough to raise the rear wheels, you have "draft control". I've been under the understanding that draft control was something which would keep your implement, i.e. plow, at constant level whenever the tractor front went over a bump. Please straighten out my confusion.
