It really depends on which Tecumseh engine you have.
I have seen two 16 hp Tecumseh engines on the same year and model mower. One had a plastic carburetor with too many o-rings. The other mower had a metal carburetor. I was unfortunate to have the plastic carb. It sucked. Every year I had to replace the o-rings. they would swell and block fuel delivery.
This engine has an intake valve seal which could be worn after 17 years. Tecumseh diagram number 151A part number (35862) This is most likely the problem if it is not rings. I don't see an exhaust valve seal.
