It's sad school kids even have to think about things like this.
In my opinion the schools are doing what they have to do to help keep the lawyers at Bay. My wife is a teacher and I have been hearing the ridiculous stuff they come up with for years.
Here's the thing, it's the parents job to raise their kids. If parents do that then when those kids are old enough to be able to make a difference in that situation they will. Those who let the school raise their kids for them won't. Bottom line is parents do your job!!!
