either a wire is about rubbed into and grounding/not making contact at times, a bad sender or a bad gauge, to test unhook the wire at the sender, turn on key with wire end not touching any metal, gauge should be at rest at lowest reading point and not move at all when key is turned on, then touch wire end to the block and ground it, gauge should peg all the way past the highest reading side,, if this does as I say then check the wire for any pinches and or parts having insulation wore off aka possible bad contact point and or ground point, and if you find wire is sound from sender to gauge, its the sender, if gauge acts odd and moves with wire unhooked and wire is not grounded any where it should be the gauge, seldom see the gauge bad but they sure can be cnt
