Like everyone else I initially misread your post and missed that it was leaking at the pipe attachment flange. There is no hope that JB Weld or Seal all will work on this like it would on a seam simply because you can't get in between the flange and tank surface to abrade it. It is apparent that the fill pipe attachment point is not adequate to support the fill pipe and it needs to be supported, or rebuilt from lighter pipe. I made the same repair to the fuel tank of my Ford 9000 5-10 years ago at the drain plug flange. It was not difficult. You need to first remove the iron pipe from the brass flange, then heat it enough to liquify the solder and remove the flange. Then clean the contamination from the both surfaces and re-tin the surfaces. Then it is just a matter of heating again and letting more solder wick in as in pipe sweating. After the show you need to put together a lighter fill tube that won't put so much strain on the joint.
