I have to keep up about 3 1/2 miles of gravel / sand roads in northern WI. Lots of hills and they washboard easily. So far i have found that a back blade set at a sharp angle works best when going against the direction of normal travel. Seems to cut and fill better. Work from the side to center and the smooth the center. ( This final pass is often best done with a box blade if you have both. ) Then finish by packing the road with a roller. Can the a cement cylinder with a pipe through the center. A local landscape company that maintains long driveways boughtt a new unit last year and it works great. I am considering one.
