I heard a horror story about a fellow here in western Washington that put in a pond, a small one that he dug by hand, and didn't get a permit. The county decided to make an example of him and got his pond declared a wetland, and he couldn't build the shop he wanted since it would be too close to a wetland. Moral of the story? Check with your county to see if you need a permit.
