ICE IN GAS LINE

Could someone tell me how I got water in the gas line and in the sedimentation bowl of my 300 utility international. The tractor was not outside, but when I tried to start it, the bowl was filled to the top with ice and the gas line was frozen. Also, in the future, should I put an anti-freeze gas adative in the gas tank for the winter ?
Any help will be appreciated, THANKS.
