Has more to do with an overly restrictive communist oversight that forces the company to minimum profits and maximum cost. California has a long history of bad regulatory practices. They have run off most all out of state power provides due to law suits and unfair regulation. They have taken over some of the power grids. Kalifonikation deserves everything they get. They demand cheapest prices without the long term contracts in the fuel markets, and sue every time they fail to buy enough and have to go to the spot markets for natural gas at the higher spot prices. They refuse to pay the power companies for having to bring up the more expensive old standby plants during peak loads that cost a fortune to fire up and then properly shut down, and then cost more to run. Anyone who has watch the news in the last 20 years can see story after story of the predatory practices.
