I had the same issue on a 10 hp Tecumseh on a snow blower. I could not pull the starter rope and a brand new starter would not crank it either. It ran great after it would get it running by pulling the starter rope and using the electric starter at the same time to crank it over. The issue is with the compression release function that is built into the camshaft. If this compression release is not working, you are going to have a hard time no matter what you do.
