I have never seen any damage done to this type of pump from trying to start. If the rack is stuck you may have to pull it down to get everything loosened up. More times than not if this is the case they also will need the lift pump re sealed. most important thing is to loosen the oil plug on the pan and make sure you dont have any water on the bottom. It is always heavier than oil so it will settle to the bottom and most times not show up on the stick. Make sure the fuel filters are flowing and you have clean fuel, not water. Al
