OK The tire in this picture looks like a 9.5Lx14 tire this is a wide floatation tire. A seven inch rim would be about correct for that an eight inch rim would be better. It seems you have a 14 and 15 inch rim on this baler. I know that a 5.00 x 15 tire is really narrow and would never have been installed on the chamber side of a NH baler from the factory. The 9.5L x 14 is a very common size for the chamber side of JD and NH balers. I know this because I have a JD disk that uses 9.5 L x 14 tires and I have used the baler tire as a spare for the disk.
