California where at some level college is free and state supplied. yes there is a minimal tuition and they usually make some $$$ on books you may, or may not use much but college is free. Be a ford mechanic, be a diesel and pump mechanic, be a welder at $60 a cert, computers internet and networking. The workforce in California does not have to rely on words like artisan in place of competence.
