If you are talking about a state or govermental title and registration certificate they are issued based on information rec;d regarding the vehicle.You would need to contact the issuing agency about the correction and would need to be able,by serial number or such,document the actual age of the unit.Sometimes when statement of origin or title/registration have gone missing or vehicle is resurrected"from the dead",the new papers reflect that date not the original Mfg date.
