It's more complicated than that. The equation needs more than just horsepower.
Some tractors have plenty of horsepower, but less traction.
What kind of soil?
How fast do you want to pull it? for instance, some tractors can pull a certain disk in 3rd where another can only pull it in 1st. But both will pull it.
There is no magic formula. Why not tell us what you want to do and I bet there will be lots of suggestions of tractor/implement combinations to do the job.
