Not knowing the model makes this some guess work, assuming this is a small 35-40 HP.
Take the round covers off each side, put a load on the lift, start it up, tell it to lift.
Look inside with a flashlight. Looking up, the cylinder can have some dripping oil, but not streaming.
There is a stand pipe with orings at each end, it should not be leaking from above or boiling up oil from below.
There is a pressure relief valve on the side of the pump, below the oil level. It should not be boiling up oil, but hard to tell.
Whatever you do, do not reach in there with it running!!! Shut it off and watch while the lift is coming down, then investigate closer.
Common to have water in the cases, nasty sludge in the bottom. Some had a filter, some did not. Very rarely will changing the oil fix one, best repair it, then change the oil so not to get the new oil dirty.
Slow and jerky motion is a pump/valve problem.
A shop manual will be most helpful before tearing into it. The top cover is heavy! A lift is best, not a one man job. The linkage extends all the way to the pump and is fragile. The last thing you want to do is damage the linkage!
