I read somewhere recently that it's based on the track tension adjuster. With new pins and bushings, etc, the adjuster is fully retracted or nearly so. As things wear, the adjuster moves out to take up the slack. If the adjuster is halfway through it's travel, you've used up 50% of the wear in track components. Dunno if that's right or not, but it seems logical to me.
