Lots of interesting comments on the load securement issue.
Just for the fun of it I looked up the FMCSA handbook and read the requirements for load securing.
If I interpreted it wrong I am sure someone will let me know but to summarize what I read it stated the following;
The sum of the working load limit from all tiedowns must be at least 50% of the weight of the cargo.
Without knowing what the rating was on the chains in the photo all one could do is what FMCSA does and assume the minimum ratings. For this they provide a chart.
A 5/16 grade 30 chain they rate as having a 1900lb working load limit.
4 of them would have an aggregate working load limit of 7600 lbs.
So unless the tractor weighs more than 15200 lbs from what I am reading the load was secured to the applicable standards.
