I've relined hundreds of brake bands for cranes, and a handful of them for other applications, but they were all riveted. The riveted ones are not a problem if you have a way to counter bore the lining, and flare the end of the rivet.
When it comes to the bonded lining, I'd suggest sending your brakes to somewhere like Ceco Friction Products. I've used them over the years to do anything I couldn't handle, from bonded lining, to making new brake bands, to lining the odd ball clutch disc in my old forklift.
In the end I'll put it this way. When it comes to anything brake related, it's not worth taking the chance to do it yourself , when it's your life, or someone else's life, that may be put at risk if the repair fails.
