Wisconsin engine valve prob.? maybe

hey , were putting this vf4d in our bobcat and it's a military issue rebuild everything is great but it seems one valve may be sticking. but could there be a part of the fixed jet on the high speed nozzle cloged to cause it to pop periodically we have put 2-cycle oil in for the test run my friend says valve I say its carb any one's oppinion greatful! thanks gary
