Mike, welcome to YT! Unless I am way off base I believe the control valve in the steering unit works a little different than you describe. Generally those assist style power steering systems utilize an open center style system because they operate with a separate engine driven pump. In your operating description the flow stops if there is no flow for steering fluid required. More likely when the sensing valve on the unit does not require fluid flow to adjust steering the flow is just going through the valve and back to the reservoir. That is where to priority valve comes in to direct part of the flow to the steering.
