That's half correct. But it's not warbles that are a worry. Warbles are under the skin and pose no real threat. But there are certain larvae that can occasionally end up near the brain or spinal column that can cause major problems or death if killed at the wrong stage of development. I think it's in the winter months in most areas like you say, but can't recall for sure.
This particular bumps, to me, don't look like warbles. But maybe it's just the pics. I could guess horse fly bites.
