Since the citizen didn't own the land they didn't need to call a special election to approve the annexation.
A second part of the Reagan doins was that the cities would get themselves a city police force and post ticket hungry radar cars out at the extremes of the city limits to collect revenue. I do think he was one of our better Presidents however.
