Can you "get by"? Maybe. Will you live to regret it? Probably. Do yourself a favor, check state DOT laws at the very least, and think REAL hard about spending the few extra bucks for the brakes. Trying to stop a trailer tends to unload the rear end of the towing vehicle, reducing an already limited stopping capacity. You may convince yourself that you can drive defensively and plan far enough ahead to stop safely, but what are you gonna do when the shutt hits the fan? Telling the folks of that kid that ran out in front of you that you saved $300 on the trailer probably isn't going to impress them much.
