Gutter cleaner extensions for leaf blowers work pretty well without having to leave the ground. 28 Feet high may be too high for one, but they work for one and two story buildings. Wear a hoodie or rain coat when you use one, and don't let the blower pipe contact your ear as the noise becomes very uncomfortable. There are kits for most brands, and some universal kits.
