You can use the TA at any time while you are moving, EXCEPT when going downhill. When going downhill you MUST be in high range. The old style IH TA is free-wheeling in low range - this means that the engine will provide NO braking power while the TA is in low and you will keep going faster until the TA blows up. DO NOT PULL THE TA TO USE AS A BRAKE!

This is the same with the Oliver over/under hydraul shift, it is also a free wheeler in low.
