I have 13.6 x 28s and on the sidewall of the tires it says (mounted on a 12" rim)......Kelly Springfield, 2000 series. My take is that if you put it on the 13" rim to which the stated size eludes, you will no longer have a 13.6 but maybe a 13.7 width dimension. Running sets of these on my Ford 2000 and 3000. The 3910 tires are also 13.6 x 28 but are mounted on a 13" rim and it's obvious the difference in width when side by side.
