That does not preclude it from being a scam. It only makes it plausible that it is not a scam, which is great for the scammers.
Regardless of what's said here, area codes do still have meaning. They originate from a specific area of the country. The whole notion of "portable" phone numbers is still relatively new so it's still relatively rare to find someone with an out of area phone number.
There are way easier ways to trace someone besides their area code, such as, with their full number. With access to the right resources you can locate someone to within a few feet with their full number. Often times simply putting their phone number into google is all that is necessary.
