The govenor would have to be part of the engine you chose to use in it. Most (all?)diesels are internally governed. As far as the PTO goes I would use a transmission/ transfer case out of a large truck that already has provision for PTO output. Three Point and Hydraulics? If you are a good enough metal fabricator to get this far, adding a hydraulic pump, valving and a three point frame should be a snap! Have fun! Its an interesting idea!
