your tractor is newer than the sames i use to work on i suspect an air leak or a plugged screen. the power steering pump is run off the engine cam shaft so check the bolts that hold the suction line to the pump they may be loose. the main feed line comes off the i believe left side of the transmission its the big pipe. if i remember there is a hose with two clamps on that line sometimes they loosen up . the main hydraulic pump runs off the engine crankshaft and the power steering pump is whyed off this line. where the big pipe is bolted to the transmission there is a screen behind it this screen may be plugged. it will have to be removed and cleaned.be careful not to damage the screen.
