That sounds like the genuine factory Char-Lynn power steering pump mounting kit for IH gas tractors. Dad put PS on the '51 M in the late 1950's, everything on the pump & reservoir is under the hood. He traded an M for a slightly used SM-TA spring of 1960 and put Char-Lynn ps on it that spring, kit had the same pump bracket that 400 had so the change was in about '57 to '59 time period.
