Along with what Bob posted, if you are using adapter fittings (Pipe, JIC, O-ring, etc.) between the hose and your tractor they generally install/tighten into the tractor location first. Then you connect the hose to the swivel point. When the swivel nut is tightened to the hose it is a rigid connection and will not swivel. If you want a connection that swivels all the time you need something all together different. Some manufacturers use hose ends that swivel to save having the adapters. I don't care for those as they tend to seep in the swivel area over time.
Also if you have the right pipe thread hose ends and pipe thread swivel adapters you only use thread sealer on the adapter end that screws into the tractor. No thread sealant or tape on the threads that mate in the swivel, likewise for JIC ends.
