Is this a hydrostatic trans? If so, there is a lever or rod sticking out the back of the tractor that engages and disengages the trans so you can move it without the engine running. Make sure that it is in the correct position. If somebody happened to move it somewhat that's the way they will act. Push it all the way in and try it. If that don't work, pull it all the way out and try it. Usually they need to bepushed in
