I don't know how much of this is in jest, but no, over center binders aren't illegal, there are exemptions in some states at least for agricultural equipment as far as width, straps and chains can both be used, the haz mat deal might or might not apply, all depends on what he had in there before and the tank issue would remain in the air until the specifics were ID'd.
