I build parade wagons as a hobby and have used a variety of running gears but there is not enough detail in your photos to guess at the running gear identity. It looks like it does not have auto steering but maybe has a pivot point in the middle of the front axle on which the axle turns. The box looks like a home made box especially with the bus type bench seat. You will need the brakes if you pull it with horses but if you pull it with a tractor you will not need the brakes. I don't see a tongue in your photos but only a chain connecting the front wheels. Don't know how that will work. I'll be happy to share information with you on rebuilding your hay ride wagon.
