You would need to break the track and remove the final drive housing. Does the steering clutch release on that side or does it continually drive on that side? Steering clutches sometimes seize up (rust, swell) as well. The steering clutch has to disengage before the brake applies to work right. So it might be just the brake, it might be just the steering clutch or it could be both. Just a guessing game without more info. You could easily be in the $600-$800 range for parts, hard to say until you know what it needs.
No real good photos of the undercarriage but from position of the idlers on the track frames and the bit of sprocket showing in one photo my guess is the tracks may look good but I expect measuring them up would indicate different. That is not to say they wouldn't go for quite a while depending on the operator and use.
