Unless the valves are really stuck tightly you can probably free them up with penetrating oil, a screw driver and a mallet. Just remove the rocker arm assembley, and spray the valve guides with the penetrating oil. PB Blaster is about the best.

Tap on the valve stem with a screw driver to set up a vibration to help the oil get down around the guide and stem. The mallet is used to drive the valve down and then use the screw driver to help pry it back up by going through the spark plug hole. Be sure to run a thread chaser through the threads after you are done.

This could save you hours of work and several dollars for a head gasket set.
