Hard to do much with big chunks of tore-up sod. A real plow would have been a better choice to start with. Now you have to look for damage control, and play with the weather & tools you have to make the best of it. Anything that tears, like a cultivator, plow, or chisel won't do anything but plug up or just move the lumps around. A packer will just reseed the sod that is facing up. A disk over & over & over again will help, but it's a chore & you could use a rain now & then between to help loosen things up.

Maybe leave until spring & try again with a fresh start when the soil settles down again.
