Sorry I guess I did not explain it correctly. All is hooked up correctly but, the throttle shaft of the carb has about a 1 inch movement, as does the govener shaft. But the carb goes from idle(which is fine) to wide open when you just touch the throttle shaft. It only moves a 1/8 inch and it is wide open, the governer is still locked out at the idle setting. ???
