You need to halt all operations and procure a shop manual for the 53 series. If you're swapping governors, an operators manual is not enough. Then, before you even open the book, inspect the emergency shut-down on your engine, try it a couple times, make sure it works, and if it doesn't, do nothing else to the engine until the shutdown works. Don't do what they do on You-Tube with vise-grips on the control tube, that's just B.S. The emergency shut-down is easiest to use and is the most effective way to control a runaway. The emergency shut-down does not ruin the seals in the blower, that's just MORE B.S. If your engine has no shut-down flapper, as would be the case with spring-loaded injector levers, have some part of the air intake system prepared so you can clap a board over it and cut off the air. I know you posted for help to get your engine running, not shutting it off, but you don't sound too handy around Detroit governors; if you screw up and don't get the pin to go through the little forked thing, you're in for a heart-rending experience that you will want to get under control quickly.
